Student Career Experience Program (SCEP) - Special Agent Career

The Student Career Experience Program (SCEP) is an integral and effective part of Criminal Investigation's recruitment and hiring strategy. The objective of this program is to identify, recruit and train high-potential college students for a direct career path to a Special Agent position within CI. The program is open to both undergraduate and graduate college students.

Position: Student Trainee (Special Agent), GS-1899-4/5/7/9

Requirements for Initial Appointment:

  • GS-4: Completion of 2 academic years of post-high school study or an associate's degree.
  • GS-5: Completion of 4 academic years of post-high school study leading to a bachelor's degree, or 4 academic years of pre-professional study.

  • GS-7: Completion of 1 academic year of graduate-level education, a bachelor's degree with superior academic achievement, or 5 academic years of pre-professional study.
  • GS-9: Completion of 2 academic years of graduate-level education or master's or equivalent graduate degree.

Description of Work
Student Trainees (Special Agent) work with Special Agents, assisting them in conducting field investigations, searching public records, researching legal questions, conducting research for a warrant and analyzing financial records. Emphasis is given to the development of investigative techniques and understanding tax law.

Student Trainee Entry Requirements:

  • Must be a US citizen, at least 16 years of age.
  • Must enter the program with, and maintain, at least a 2.5 cumulative GPA.
  • Must be enrolled full time in a bachelor's degree-seeking program and have completed at least 2 academic years of post-high school study (60 semester hours/90 quarter hours), or be enrolled full time in a master's degree-seeking program and have completed 1 year of graduate-level study (18 graduate hours).
  • Must possess a valid driver's license.
  • Must pass an agency-provided medical examination, drug test, NCIC check and fingerprint check, and have a background investigation (BI) for a public trust/high risk position and tax audit initiated.
  • Must agree to nationwide availability when placed in the target position of Special Agent.
  • A written agreement, signed by all parties (agency, school and student) must be executed.

Promotion Opportunities: Student trainees are eligible for promotion when they complete certain educational requirements, a period of work experience (320 hours) and are certified for promotion by their manager.

Requirements for Converting to a Special Agent

  1. Successful completion of bachelor's or master's degree that included, or was supplemented by, at least 15 semester hours/23 quarter hours in accounting, plus an additional 9 semester hours/14 quarters from among the following or closely related fields: finance, economics, business law, tax law or money and banking
  2. Successful completion of 640 hours work experience prior to, or concurrent with, completing the requirements for the degree
  3. Recommended for conversion by senior leadership
  4. Background Investigation and Tax Audit completed with favorable results
  5. Medically qualified or re-certified for the position of Special Agent
